Brian Doerr

SVP Information Technology & Security and Privacy Officer

As Senior Vice President of Information Technology & Security and Privacy Officer, Brian Doerr is responsible for the implementation and development of all IT, security and privacy related programs for CHC and CHC hospital clients. Brian leads IT and information management systems, supports all aspects of Meaningful Use, directs Security and Privacy initiatives, and oversees telecom funding programs including CHC’s Universal Services Administration Company consortium.

 

Brian brings an extensive background in technology services and hospital cost management to CHC. Previously, Brian worked as Senior Vice President of Technology Services at Argyle Solutions, Inc. in Irving, Texas; Director of Business Intelligence for Duke University Health Systems; and Director of Revenue Reporting and Analysis at Triad Hospitals in Plano, Texas.

 

Brian is a frequent national speaker on healthcare technology, including the American Hospital Association’s Rural Healthcare Leadership Conferences and Google. He is a member of the College of Healthcare Information Management Executives, the Healthcare Information and Management Systems Society, and the Healthcare Financial Management Association.

 

Brian holds a Bachelor of Arts in Communication from Michigan State University in East Lansing, Michigan.

VP Information Technology

Ron Franquiz

VP Information Technology

Ron Franquiz serves as Vice President of Information Technology for CHC. In this role he works closely with the Senior Vice President of Information Technology to plan, coordinate, direct, and design all corporate IT operational activities including development of corporate services such as risk monitoring, financial reporting, and business intelligence tools.

 

Ron brings 26 years of experience in the IT industry with more than 10 years in healthcare. Before joining CHC Ron spent the last five years as IT/IS Director and CIO at Methodist Richardson Medical Center in Richardson, TX. Previously, he was CIO/Division Manager for J-Quad & Associates in Dallas, and Director of Enterprise Application Services at New Hanover Regional Medical Center in Wilmington, North Carolina.

 

Prior to his healthcare experience, Ron was a Senior Consultant and Project Manager for MIS Resources International, Inc. in Roswell, GA after working for many years in programming and systems engineering positions at United Technologies Corporation, Pratt & Whitney in Georgia and Florida.

 

Ron has his Bachelor of Science degree in Computer Engineering from the Florida Institute of Technology in Melbourne, Florida.

Director of Information Technology

Melvin Ostlie

Director of Information Technology

Melvin Ostlie serves as Director of Information Technology for CHC Consulting. In this role, he works closely with the Senior Vice President of Information Technology on IT assessments, strategic planning, and project management for CHC at several hospitals, including long-term acute care hospitals (LTACHs).

 

Mel has managed a variety of IT projects at several facilities, including Memorial Health System of East Texas, Lufkin, Texas, and Gunnison Valley Health, Gunnison, Colorado. Recently, he was project manager and facilitator for IT conversion at Trinity Mother Frances Hospital, Winnsboro, Texas. Mel collaborates with the CHC IT team on meaningful use projects, helping to build IT oversight programs for CHC’s owned hospitals. With his background as hospital CIO, he has held hospital Interim CIO assignments and served in that capacity at Central Florida Health Alliance, a multi-hospital facility based in Leesburg, Florida.

 

Before joining CHC, Mel spent two years consulting for hospitals – including critical access hospitals – on information technology solutions and meaningful use projects, when meaningful use was in its infancy. Previously, he was CIO for six years at Wilson N. Jones Medical Center in Sherman, Texas. Before joining Wilson N. Jones, Mel worked for 18 years in information technology roles for the Baylor Health Care System. His last assignment with Baylor was Director of IT for Baylor Medical Center at Irving.

 

Mel received a certificate in programming and system analysis from Coleman College, San Diego, and completed business coursework at Amber University.

Director Clinical Informatics

Sandy Bailey

Director Clinical Informatics

As Director of Clinical Informatics, Sandy Baily is responsible for guiding the informatics programs for CHC and works with facilities to improve clinical system utilization through evaluation and optimization of clinical workflow. Sandy first joined CHC in 2014 as a Chief Nursing Officer and Clinical Informatics Consultant. In 2015 Sandy accepted the opportunity to work with CHC’s IT team to develop a Clinical Informatics Department within the corporate office.

 

With more than 20 years of experience as a healthcare professional, Sandy began her career in healthcare as an Assistant Nurse Manager for CHD Meridian Corporate Health Care. She also spent three years with the Jewish Medical Center East, where she began as an Associate Nurse Manager before being promoted to Emergency Department Manager, and three years as a Unit Manager for Take Care Health – Toyota Logistics Services. Prior to joining CHC, Sandy served as the Chief Operations Officer and Chief Nursing Officer for KyOne Healthcare.

 

Sandy serves on the Informatics Advisory Committee at CHC. She is a member of the American Nursing Informatics Association (ANIA) and the Kentucky Organized Nurse Leaders (KONL). Sandy completed the Healthcare Accreditation Certification Program (HACP) and is certified in Basic Life Support and Advanced Cardiac Life Support. She holds an Associate Degree in Nursing from Kentucky State University, a Bachelor of Science in Nursing from Indiana Wesleyan University-Lexington, and a Master of Science in Nursing/Master of Business Administration from Indiana Wesleyan University-Marion.

Corporate IT Operations Manager

Brian Stopinski

Corporate IT Operations Manager

As the Corporate Information Technology (IT) Operations Manager for CHC, Brian Stopinski supports 1,200 long-term acute care hospital (LTACH) users, manages dozens of healthcare services and corporate projects, supervises the CHC Help Desk operations, and is the primary Google expert for all LTACH users. Prior, Brian served as Senior Systems Administrator for CHC.

 

With over two decades of professional experience, Brian began his career in IT with Halo Branded Solutions. He also served as an IT Infrastructure Administrator for Heritage Interactive Services. In addition, Brian has served as an IT Project Manager and IT Infrastructure Manager for Evigna Brand Insight; an IT Project Manager for Netlink Software Group; and a Systems Field Engineer for Bensussen, Deutsch & Associates.

 

As part of his specialized training, Brian completed his A+ Certification and has participated in the Willow Creek Association Leadership Summit. He has served on several employee leadership and management teams including Quality of Service Management and International Organization for Standardization Auditor Training. Brian received his Associate of Applied Science in Computer Networking Technology from Baker College, Auburn Hills, Michigan.

Funding Program Manager

Whittney Walker

Funding Program Manager

Whittney Walker is the Funding Program Manager for CHC. In this role, she works with CHC’s owned and managed hospitals – as well as other rural facilities – to navigate State and Federal programs (USAC, CTF, OUSF, TUSF), secure funding, and deliver improved telecommunications services through increased access.

 

Whittney has several years of telecommunications and IT experience working with state and federal agencies to access the more than half a billion dollars of funding available to healthcare providers each year. Prior to joining CHC, she worked for Network Services Solutions, LLC, where she oversaw a broad range of responsibilities, including state and federal funding administration, funding and regulatory telecommunications compliance, and financial analysis and modeling. Whittney served in various administrative and customer support roles with telecommunications services companies, where she coordinated logistics, negotiated with suppliers, monitored and managed budgets and forecasting, and fulfilled customer requests.

 

Whittney completed coursework in Business Management at the University of Nevada-Reno, and earned Dean’s List honors while attending Truckee Meadows Community College. She is a member of the National Association of Community Health Centers.
